On April 16th, the European Commission published its guidance on the development of mobile apps to support public health authorities in monitoring and containing the Covid-19 pandemic. The scope of this document is to provide Member States and app developers with common guidance on features and requirements of the new apps to ensure compliance with EU privacy and personal data protection legislation. In particular, the Commission guidance addresses only voluntary apps which are downloaded, installed and used on a voluntary basis by individuals and meet one of the functionalities listed in the document.
